New York Cityβs Local Law 111 of 2023 expanded lead-dust clearance rules beyond apartments to include common areas such as hallways, stairwells, boiler rooms, and laundry spaces. Co-op and condo boards are now directly responsible for ensuring those shared zones remain below EPA dust-lead thresholds.
When Clearance Is Required
- After any paint disturbance or repair in a pre-1960 building.
- During turnover of superintendent or storage rooms.
- As part of annual Local Law 1 inspections if deterioration is found.
